Disable/discourage GitHub issues

      Once the repos move their primary home will be in Gerrit but they'll be mirrored to GitHub.

      The project does not use GitHub for issue tracking. It uses this Jira instead.

      We need to make sure folks aren't using GitHub issues and instead redirect them to the Jira. I haven't yet researched the options for this, but the things that come immediately to mind…

      • If GH allows it, just disable issues on every repo AND put a note in the readme/contributing files redirecting people to the Jira
      • If GH doesn't allow it, add a note to the readme/contributing files redirecting people to the Jira, then set up a hubot or something to automatically close any issue with a polite note redirecting people to the Jira. For extra points, have the bot automatically create the Jira ticket using the contents of the GH issue, because that's a good and respectful user experience. This should be done for each GH repo.
